Information bar not showing

I cannot download anything because the Information Bar does not show up where
it's supposed to, despite Med-Low security settings. How can I get the Bar
back??

From IE, click Tools, Pop-Up Blocker, (Turn on Pop-Up Blocker if it's off), Pop-Up Blocker
Settings, and check the box, "Show Information Bar when a pop-up is blocked", click the "Close"
button"

If it was already checked, uncheck it, "Close", then go back and recheck it.

Note ... after uninstalling Roxio ECDC 5 to fix shutdown problem, the missing
Information Bar issue was resolved as well. Have followed your info about the
bar and things are working again. Thanks.
