Information Bar

I'm having trouble with the windows XP information bar and pop up windows
whilst browsing the Internet.
When a pop up window is blocked, 99% of the time the information bar only
appears momentarily - it disappears so quickly i can't even read it in time,
let alone respond to it.
i get a message in the middle of the screen asking me if i saw the
information bar and a message down the bottom advising me a pop up window was
blocked, but cannot access the information bar before it quickly disappears.
i have checked the Pop Up Blocker settings (100 times !!!) and can
definitely confirm that the "Show Information Bar when a Pop Up is blocked"
option is selected.
Any suggestions please ???

Open control panel >> Double click on Networking and Internet Connections >>
Double click on Internet Options >> On the IE properties window click on
Security Tab, then click on Custom level Button there scroll down untill you
see this Option and check the Radio Button to Enable:
[e] Use Pop-up Blocker
( ) Disable
(*) Enable
Also try to check under Advanced Tab that show friendly HTTP alert messages
is checked under Browsing.
Click Ok to confirm and out of the IE properties and try to see if that will
help.
Again be sure your computer is clean from malwares and graywares.

Go to internet options > Advanced Tab > Scroll down to the security section >
check the box labeled "allow active content to run in files on My Computer"
click ok and the bar should only come up for pop ups and phishing
