Info balloons from Notification Area

How do I stop the constant deluge of information "balloons" that keep
appearing from the notification area?

Or at least change their settings so that they go away on their own?

Install "TweakUI":
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

TweakUI > Taskbar > Enable Balloon Tips (untick).
