"INF install failure" error on startup

I recently installed an anti-spyware program on my mother's computer. The
program found many spyware files and deleted them. We now get the following
error every time on startup:

"Advanced INF install: INF install failure. Reason: Access is denied"

Also, when this error is on the screen the following popup is in the
background "Setting up personalized settings for: Windows Messenger 4.7 (and
then it scrolls to a few other programs)"

Programs won't stay pinned to the start menu now because of this. I can pin
something to the menu and it will stay there until I shut the computer off or
restart it but after that, they're gone.

Could someone please help us with this?

First try to Run Disk Cleanup on this machine and delete all Temp files and
cookies.
Then try this:
Click Start >> Control Panel >> Network and Internet Connections >> Network
connection.
Right click your connection and select properties from the drop down list,
then on the connection pro click the TCP/IP and click on properties then on
Advanced Button and under WINS check the Radio button (*) Disable NeTBIOS
over TCP/IP click [OK] and close.
Disable Windows Messenger from the Services and run a scan for Viruses on
that machine from an online vendor to check all clean.

If she have Windows Media player try to uninstall that then reinstall it
again after being sure the system is clean and free from malwares/viruses.

If the error still then look in the event viewer for error mesage surely
this INF will belong to ome program (s) and you can send it in your next
message.
