Indenting Bulet Points

I need to be able to press TAB when using bullet points and be able to indent.
" " " " " " " " " " " " " " " " SHIFT+TAB " " " " " " " " " " " and be able
to decrease indent.

I am using Microsoft Word 2002. In every other version I work on this
command works, except my main computer! Please Help Me!

first-indent with tabs and backspaces."
