incoming internet connection set up problems

I'm trying to set up an incoming connection, but get an
error message
'Routing & Remote access service was unable was unable to
start, see system event for more info'
1. where do i find the event log
2. anyone know how to remedy this problem

1mb broadband via usb
windows xp pro

Causes: The Dependencies such as NetBIOSGroup and RPC may not start.
