I recently set up Outllook 2003 to my POP3 email account. Now when I try to
login to my account via the web my inbox is missing. I can only access my
old emails through one computer. What do I need to due to be able to use
outlook and still be able to login when I am away

Enable the option to leave copies of messages on the server. It will be on
the Advanced tab of your account properties pages.

Configure your account to leave a copy on the server. In your account
settings press More Settings-> tab Advanced.

Is there anyway to recover the emails that are now in Outlook. I need to be
able to access them from the web still.

No, POP3 doesn't work that way. You can forward the to yourself as a new
message.
