inability to download

I get the following error message anytime I try to
download anything from any site: Internet Explorer was
not able to open this Internet site. The requested site
is either unavailable or cannot be found. Please try
again later.

This message has been constant for at least 2 weeks and
is true on Microsoft download sites, Roxio sites, and
every other site I've tried.

Can someone help?
