Draw an oval with the Drawing tools. Select the oval and select
Autoshape from the Format menu. In the Colors and Lines tab, for the Fill
color, choose Fill Effects. A new dialog will pop up. On the Picture
tab, click on select picture to insert your picture file. To be sure that
you don't have distortion of the picture, you'll have to make the size of
the oval proportional to the size of the original picture.

You can't. However, draw an oval and then with the oval selected, click on the
"fill color" icon and go to Fill Effects > Picture and select your picture.

But remember that the picture will be centered in the autoshape. So if you
want some part of the picture other than the center to show, crop your
picture in a graphics editor, save it, and then use the new version for your
fill.
