how can I add a rectangular photo in an oval shape in powerpoint?

Depending on your version. In 2007, On the Home tab, click on Shapes, select the shape you want to use and draw it to the size you want. Right click on the shape, and select Format Shape, select picture of texture fill, insert from file and navigate to the picture you want to use and select it.
