Improper Shut Down

Ever since doing a clean reinstall of XP Pro, our computer does not fully
shut down. It now announces"It is now safe to turn your computer off"
instead of shutting itself off. I've tired most of the posted XP
fixes....nothing works. Would appreciate new ideas!
