Cannot Restore -- Improper Windows Shutdown

I cannot run a successful System Restore. I get error message that Windows
did not shut down properly and to undo previous Restore or select another
Restore point. Tried both. Still unsuccessful. When rebooting, get the
'Logging Off Windows...' screen, then immediate shut-off; no 'Windows
Shutting Down...' screen. Any advice or suggestions as to what may be
hanging up computer and why Windows is not playing nice would be
appreciated.

I tried selecting Last Known Good Configuration and still cannot restore.
Windows still refusing to shut down properly. Bummer.
