Importing old users into a new Subweb

I'm not sure exactly what happened, but all of a sudden my subweb became
completely unaccessible, to my members or even my Admin login!

My webhost is a bit confused as to what happened and was not really much
help.

I backed up my Subweb _vti folders (I have 1500 users in this subweb!) and
proceeded to delete the VTI folders so I could create a new subweb. Now it's
an open subweb, but I want to find a way to incorporate my old users back
into the subweb with the appropriate permissions.

I tried copying all the contents of the VTI folders, but the same problem
happened, then I tried just the .roles and service.* files, but with no
luck.

Anyone ever attempted to "import" a userlist back into a new subweb? If I
didn't have so many users, I wouldn't care, but I can't ask 1500 people to
reapply!

You have to manually add the users back via the original method used to
create them.

Or a better approach to eliminate this from happening in the future would to
manage access via a server-side script such as ASP, PHP and a database,
which one will depend what OS your site is hosted on.
