Is there anyway to import a group of email addresses to a specific
distribution list and not just the general contact list?

No. Importing is almost always a poor choice for creating Outlook data. No
one has any idea what you mean by a "group of email addresses," but your
alternatives for creating a DL from a list of email addresses have been
posted here many times:
