importing from web

When importing a site from the live web ito an empty
FrontPage Web I get a message saying that to avoid
confusion the borders, frames and navigation of the
imported web will be replaced with those of the current
web.
Since the curent web is empty the site comes down without
borders or navigation. the message tells me that I can
fix this by opening the imported web in front page and
publishing it to the current web. To me this means
publishing it to itself. I tried this with no luck. Any
suggestions.
 
You have to open the live/remote site directly in FP (File Menu | Open Web),
and then use File Menu | Publish Web to a location on your HD.

Importing will never retain the themes or navigation structure.
