Importing a .dat file of contacts

A user has given me a .dat file which they claim they exported from
Outlook. I can't find a way to import it.

The top line of the file contains the text: IPM.Microsoft Mail.Note

It is not a human readable file.

I can see email addresses in it, so I know it is an address book
export of some sort :)

How do I import this ?

It sounds more like a winmail.dat attachment to a mail message received by someone not using Outlook. It's not importable.
