I recently reinstalled vista ultimate 32 because of incompatibility issues
with vista ultimate 64 and now I am unable to retrieve my email messages and
settings from my backup. The type backup I made was to copy files and
folders using explore from my working system to an external hard drive. I am
not sure where to look for the files I need or how to import them into
Microsoft Outlook 2007 from my pre existing Outlook 2007.

Copy the PST file to the harddrive, remove the read only attribute, open
Outlook, and then use File > Open and browse to the PST to open it.

I was able to read in the data file as suggested, however I now have
duplicate personal folders and all the default folders under it duplicated as
well. I have moved the messages from the duplicated folders and all is ok
but I would like to delete the empty duplicate default folders. The delete
folder function is grayed out for these default folders.

You may have to check in the properties of your Outlook profile to see how
many personal folders you have set up and delete the extras. You should only
need one at this point.
