import wizard does not launch

hello-
having a big problem. when i go to import a very simple
excel file(well actually any file) the wizard never
launches. The status bar at the bottom says 'import
spreadsheet wizard'. but the wizard never shows up.
removed and reinstalled, no improvements. does this with
any DB and any file imported. no error messages, doesnt
freeze. replaced .dll files and wizard files with a
machine that has the wizard working. registered the files
successfully. happens with any user logged in. funny,
access 97 works fine, the import function. access 2002
gives me the same problem.

I'm pulling my hair out. HELP!
