Implement Services Packs

I have Outlook (Office) 2003 without any of the service packs. I see that
Microsoft is up to SP3. If I want to update the software, do I just
download SP3 or do I have to download SP1, then SP2, then SP3?

Use Windows Update to get the updates you need and don't worry about it.

All service packs are cumulative, so you only need the latest one. But
as Brian posted, let Microsoft Update do that for you.
