Images not showing up on webpages

Just about an hour ago i signed up on this site
comicsportfolio.com. I'm not sure if it happened then or
happened slightly beforehand. But images in web pages
don't show up. The Banner on this site doesn't show, nor
does it show on any other site. Sites with art posted in
their forums doesn't show up. All i get is text. I tried
going to add/remove programs and doing the repair on IE
but that didn't work. Images show up after i restart but
soon after they stop. I also signed up on deviantart soon
after comics portfolio and thats where i notice the
largest absense of image files. I have no idea what
happened. I have been having issues with my computer
dieing randomly when i use art programs or a few programs
at once. I think it may be my HD but it seems like if
could be a memory leak (?) in my RAM if thats at all
possible. I was going to reformat but i have problems with
my win 98 disk. It doesnt always read well. I think it may
be scratched. Any help would be greatly appreciated
 
Images/Pictures

Clear the IE cache. I.E./Tools/Options/General/Delete files (and delete
offline content.) It's often recommended that the Temporary Internet Files
(folder) be kept at
40-50 MB. Bigger isn't necessarily better.
