In stalled the Microsoft PowerTools Image Resizer twice, but can't find it
to launch it. Anyone know how to find it?

When you right click a picture you will see it.

Right click on any picture and you will see "Resize Image"

If it is correctly installed, then when you select an image in explorer
and right click, there should be an item on the popup menu - 'Resize
Pictures'
