You can't delete the built-in Administrator account.

In XP Home, boot the computer into Safe Mode. Do this by repeatedly
tapping the F8 key as the computer is starting up. This will get you to
the right menu. Navigate using your Up arrow key; the mouse will not
work here. Once in Safe Mode, you will see the normally hidden
Administrator account. The default password is a blank.

In XP Pro, you do not need to go into Safe Mode. At the Welcome Screen,
do Ctrl-Alt-Del twice to get the classic Windows logon box. Type in
"Administrator" and whatever password you assigned when you set up
Windows.

If you reset the built-in Administrator account's password in Home or
have Pro and don't remember the password, use NTpasswd to change the
built-in Administrator account's password to a blank.

Then go to the User Accounts applet in Control Panel and set passwords
that you will remember and make other desired changes such as creating
a couple of accounts with administrative privileges. You don't have to
use them but they will be there in an emergency if other accounts get
corrupted or deleted.

XP will not allow you to delete the last Administrator account.

There is a built-in administrator account that you can access using Safe Mode. Reboot the computer and when the system starts to boot, start tapping the F8 Key repeatedly until a black screen with a menu appears. Use the Arrow Keys to select Safe Mode and press ENTER. Type Administrator in the login box, leave the password blank and press ENTER again. This should log you on with the Administrator account.

Open Control Panel and create a new user account with Administrator privileges. Reboot and log in with the new account.

If you did not delete the files for the previous account that you deleted, you can transfer all of the documents and settings for that account to the new account you just created. See the following articles for the step by step procedure.
