IIS Error "Could not read key from registry"

Everytime I try to connect to a machine, or create a website from a file I
get this error "Could Not Read Key From Registry" using IIS version 5.1 on XP
Pro. I have uninstalled and reinstalled IIS three different times, and
replaced the mmc.exe file from the one on the CD. Can anyone tell me what
might be causing this error?
