I'm not sure what you mean by "randomly change the order". Could you
provide more details on what you are trying to accomplish?

Put the list into Excel, add a random number in an adjacent cell in each
row, sort the rows on that number, then put the list back into Word.
Technically, that will be pseudo-random, but your readers are unlikely to
complain.

If you just want to move the current paragraph vertically, you can use
Alt+Shift+Up Arrow and/or Alt+Shift+Down Arrow, respectively.
