IE7 cannot reinstall

I inherited an amateur's attempt to remove IE7. There is NO version of
Internet explorer actively working even though IE7 is located in Add/Remove
Programs.
I installed Firefox in order to access the Internet. When trying to
download and reinstall IE7 (also downloaded through automatic updates) I get
the error 'Windows cannot find' and a list of about 5 .chm and .iec files.
The product will not fully install AND will not fully uninstall either - a
request for the NT Service Pack required for the uninstall (what's this?).
The client is worried that emails in Outlook Express will be compromised
because of IE corruption. Also the client cannot get updates from MS without
IE installed!
The pc is a Dell running XP Home, about 3 years old.

Your best option to ask in the right group for the IE7 to get the most
useful and direct answers as this a HELP AND SUPPORT newsgroup.

Try a system restore before the uninstallation of IE7 and see.
