Ie6 Windows xp - New users unable to visit links containing a "?"

A really very strange problem has come to my attention
recently. I had noticed that explorer.exe had been
restarting itself seemingly randomly during normal use of
winxp, but my use of Firebird as my main browser meant I
missed the fact that ie is refusing to visit addresses with
question marks in. When such a link is clicked, or an
address entered in the address bar, nothing happens at all.
The weird part is that there is no problem for at least two
of my existing users.

I have already tried reinstalling ie6, but this did not
help. Any ideas anyone? I am planning on reinstalling xp to
solve these little problems...
