IE6 windows won't load

I am having problems with additonal windows opening up
with my Internet Explorer 6. I am able to have one IE
window open, but if I try to load a second window, the
window opens but will not load, almost as if it is
stuck "thinking."

I have tried all sorts of fixes and nothing is working.
If anyone could help me out with this I would greatly
appreciate it.
