IE6 Starts slow

Having a problem with IE 6 on Windows XP professional
-Internet Explorer takes 15 - 30 seconds to start
-If I right-click my computer and select properties, it also takes 15 - 30 second
-If I select the Services console I also experience this dela

Once internet explorer starts it behaves normally. It is not related to CPU speed or internet connection speed. I have a GB of memory on this machine and a Pentium4. This is a new install of windows. I think it may have been caused by a service pack, but I am not sure. If I start IE pointed at a file on my hard drive, it starts in one to two seconds. It doesn't seem to be affected by whether another instance of IE is open or not. When I monitor the processes in the task manager, I see the iexplorer.exe process start as soon as I click on the Icon. System uses 100% of the cpu and iexplorer.exe is using none. After about 15 - 30 seconds, iexplorer.exe starts to use some cpu cycles, and everything proceeds as expected from there. I am totally at a loss with this one, and could really use some help

I'm having the same symptoms when launching any application since catching
up on Windows Critical updates yesterday.

Have you recently done any WinXP updates? One or more might be causing
this.

I have cleaned up drives and TIF cache, run the chkdsk and defrag tools,
compressed the registry, etc.
Nothing helps.

Hate to start removing any patch(es) just installed unless I can find some
definite info that it's the cause.

Hope some can offer advice.
