Do you have anything at all in the parent key?

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension

If that key exists, then export it for safety and delete it.

All I have in the registry there is a folder
called ".spop". Backed it up and removed it from the
registry still to ho avail, can't click on hyperlinks as
it tells me "Error 403" and i can't "save file as" as i
get a message box saying "Internet Explorer was not able
to open this internet site. The requested site is either
unavailable or cannot be found. Please try again later"

I have tried using the restore CD that came with my pc.
It worked I could download files for about 30 mins but
then windows did an update and it don't work anymore. I
can't seem to uninstall the updates so needless to say i
an a little annoyed.

Can anyone give any further help.

Thanks Roy.

Select "Problems' on the index for download problems.

Rule out parasites.

Try this: Tools > Internet Options > Advanced > Browsing
Uncheck the Enable 3rd party browser extensions

If this clears your problem then find out who the culprit(s) is/are with
these tools.

Let AD-Aware Scan your system for advertising Spyware
http://www.lavasoftusa.com

and:

SpyBot-S&D
http://security.kolla.de/

p.s Reset the 3rd party browser setting.

More: This may be caused by a third-party program (adware, spyware,
parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
