Me too! This sucks! It seems to be spreading, can't find
anything on the web,if microsoft doesn't address this soon

Eliminate the parasites first!

The issue may be caused by malware BHOs. BHO [ Browser Helper Objects ] load with both iexplore and explorer instances. You may try disabling the malware BHO using ToolbarCop, to start with. If disabling a BHO solves the problem, delete the BHO and run Ad-Aware scan.

Here's the fix that worked for me
Go to Tools -> Internet Options -> Advanced then UNCHECK "Enable
third-party browser extensions"
then reboot.
Worked for me hope it helps someone else.
