IE6 Can't Open New Window

IE 6.0.28....
running on W98SE

If I click on a link that is set to open a new window it doesn't work
properly. A new window is created on top of the existing one but it
doesn't actually open the other site, it seems to pick up the screen
content of the underlying window. If I go to some other window (the one
I'm typing this in in Xnews for example, and then click back to that
malfunctional subsidiary IE window it will pickup the content of this, the
previously current window...and get smeary if I move it around. The
original IE window remains functional. I can close the malformed window.

I can run Netscape Navigator and Opera and they're ok so it's something
with IE. I went back to the MS site and reinstalled it. Twice. Still
does the same thing. The only thing I've done lately software-wise was to
download and audition a few webcam programs. What's been corrupted in IE
but is not fixed by a re-install?

Any ideas?
