IE won't fully Maximize to fit screen

When I click on the Maximize square button to maximize IE 6 on WinXP Pro, it
maximizes (square becomes two little squares, near the close X button) and
it is slightly low on the screen. I can see the desktop and icons on the top
of the IE bar, and the status part of the IE is behind the taskbar. It's off
center.
Can something be done to center IE on the screen so it will take the whole
screen when maximized?
I know it's maximized, because I can't move the IE window when I try to drag
the window, but in the same time I am able to see and click on the icons
that are on top of my Desktop.
Thanks in advance.

I don't have ICQ. The only program that I have installed was Kazaa Lite from
www.k-lite.tk
I dont' think this was the problem because my other pc is functioning fine.
Thanks for your info though.
