IE wont connect until off line is toggled

On first usage after computer on, IE wont connect until Work off line is
toggled. Then after a couple of attempts it will connect and work fine until
next computer on. Network connections are fine and all other systems connect
to internet correctly. any suggestions?

Presumably the system is connected via a router?
What are the TCP/IP settings associated with the NIC? - is it a fixed IP or
using DHCP from the router? (and how does this compare to the other machines
on the network?)
