IE windows won't close in XP Pro

Anytime a new IE window pops up (i.e. with a popup ad or
a "Open Link in a New Window" command) after the first
window is opened, all the pop up windows will not close.
EXPLORER.EXE shows up at 95% in the task manager.

The original window closes but the rest don't. Any ideas?

If you get pop-up ads, turn on your firewall.

Ctrl + W should close windows.
