IE will not open and I can't reinstall

I’ve been trying to help a friend who has a problem getting Internet
Explorer to open, as soon as it opens it closes again.

The computer is running Windows XP SP2, the IE version on there is 6.0.

IE still works fine on the computers other account.

I downloaded the newest version 6.1 from the MS website and tried to install
it from the account with the problem and received an error message to the
effect that the current version had tasks to perform at reboot and it refused
to install itself until those tasks had been completed. The computer has
probably been restarted 20 times since the problem occurred.

I tried to install IE 6.1 using the other administrator account and got a
message back that the version on the computer was a newer version and it
refused to install it.

I tried removing it as Windows component and then installing Internet
Explorer 6 Service Pack 1 and again got a message back that the version on
the computer was a newer version and it refused to install it.

I have run Adaware, Spybot, a virus scan program, Windows Malicious Software
Removal Tool, and they all come back with nothing.

Any suggestions?

While I don't have the solution yet, you should stop trying to install
an older version of IE. The version of IE 6 SP1 is older than your XP
SP2 version.

You also did not remove it as a Windows Component as there is no
option to do so in XP SP2. The option in Add/Remove/Windows Components
is exactly what it says, i.e. "Adds or removes access to Internet
Explorer from the Start menu and Desktop". It does not remove IE.
