IE toolbar customization

Hi all

I'm trying to show the link tool bar serperated with
address bar when a new account is created and open the IE
for the first time.

Any ideas how to do it?

Right click on any toolbar and yncheck Lock Toolbars. Now you can
drag-and-drop them.
