IE shuts down after displaying cached page

I have an HP machine that has been upgraded from ME to XP Professional. IE was working. SP1 was installed and now IE will display the last cached page, when I enter a new address IE shuts down. Do I need to reinstall IE? How do I go about reinstalling IE after having upgraded from ME

[Start] [Run] [Regedit]
Registry Key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active
Setup\Installed Components\{89820200-ECBD-11cf-8B85-
00AA005B4383}
Modify/Create the Value Data Type(s) and Value Name(s) as
detailed below.
Data Type: DWORD // Value Name: IsInstalled
Setting for Value Data: [Change the Value from 1 to 0]
Exit Registry. Once you have made the appropriate registry
changes, download IE from
http://www.microsoft.com/windows/ie/downloads/critical/ie6s
p1/default.asp
