How to get IE 6 SP2 back to normal or re-installed

First, thank you to all that helped with my other Windows XP Pro upgrade. My
problem now is that IE 6 or IE 7 do not work right.
Background: I upgraded IE 7 from IE 6 via Windows Update. A few days later,
I upgraded my Windows XP HOME to Windows XP PRO. It uninstalled the IE 6
installation and it has not been the same. I read some tips and resetted the
IE 6 installation in various forms, but the symptoms are:
It opens a new Windows everytime or almost everytime you click on a link. Or,
it opens a blank browser window and the menubar goes gray until eventually
they say page cannot be displayed or I have to stop them because they just
don't do anything.
I have re-installed IE 7 and it did some goofy things like for example,
going to the MSN page, I click the Hotmail link and from the MSN windows it
would go to Hotmail and display the login screen, but at the same time would
open anotehr window just like IE 6 was doing.
I have scanned the machine for spyware, virues, ran inoculations that told
me that the machine was clean and it was a really clean machine, except for
this problem.
Thanks in advance for any input.
The machine is still running Windows XP Pro SP2 and the clobbered IE 6. I
would like to re-install IE 6 just because it seem that it lost something.
But, the iesetup.exe files tell me they are older than the current. Thank
you all

Assuming the machine's still running IE6 SP1 and is fully patched, KB946627
might address your problems. It's offered both via Automatic Updates and
Windows Update website (Optional or Recommended update).

Required reading IMHO before installing IE7:

[And I strongly recommend using
http://www.microsoft.com/windows/downloads/ie/getitnow.mspx as the
installation source, not Automatic/Windows Update. Make *certain* that you
check in at Windows Update immediately after installing IE7 and install any
critical updates offered. If Optional Updates category offers Root
Certificates update, I recommend installing it to take full advantage of
IE7's additional security.]
