IE problem?

I have a machine that won't do the Internet. IE opens but does nothing. I
have a valid IP. Scanned and cleaned spyware. Currently doing a virus scan.
Also, when I try to start it up in safe mode it just reboots into normal mode.

Any error message when you tried?.
Also what kind of connection you are trying to establish (i.e DNS, DSL,
wireless with router/modem...etc...) and do you have the components for a
network to function like:
IP address
NIC,
A browser
Set the configuration correctly on your Network Connection.

Try and have a look here:
Click Start >> Control panel >> Network and Internet Connections >> Double
click Network Connections >> Right click on the LAN Connection and select
Properties.
On the LAN properties make sure the Component installed The Internet
Protocol TCP/IP and getting an Automatic IP address from the server ( your
ISP).
Close and try to connect.

Not enough info. It's not an IE problem, it's a problem with your
connection setup.

Dialup or broadband?
