IE pop up blocker - 2 problems - info bar and static html pages

I'm having problems with the pop up blocker.

1. When the message pops up: "bla bla bla check out the information bar for
more details or to allow the pop up" I click OK, but the information bar,
which was visible while reading that modal dialog, now disappears! so i can't
see the popup, or even what the problem was.

2. When trying to open html pages I've downloaded onto my computer, a msg
comes up saying "IE has prevented this page from loading potentially
dangerous information" or something like that (i'm not at my computer right
now, sorry!) and even though i'm working offline IE will not display any part
of the webpage.

I am considering mozilla.

PS - the microsoft website lost my first message, so if this get sposted
twice, my apologies. the whole msg disappeared.

Help would be much appreciated, thank you!
