Disabling pop-up blocker

I do not see the Pop-up blocker option on my tools bar in IE. How can I turn
it off somewhere else?
 
XP/SP2? Tools | Internet Options | Security | Custom Level.
Disable Pop-Up-Blocker. (About ¾ the way down).
 
I don't see it there. I am running XP/SP1. Will that make a difference?
 
XP/SP1 doesn't have a pop-up blocker. Could it be part of a
third party program you are using?
