IE Options access denied

Last night I went to Tools>Options in Internet Explorer and received the
following message box:

This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

I am running XP Professional and my account is the only one out of 4 set to
Administrator. I have not been in the Management console and changed any
settings so I am a bit confused, first about how this happened and second on
how to fix it.

Any suggestions would be greatly appreciated.

Wes,
Thanks for the information it was a setting in Spybot S&D that was causing
the problem. I was thinking it was something maybe to do with that program.
