hypertext link not accessable

I get the message that "the operation has been canceled due to restrictions
in effect on this computer". How can I eliminate those restrictions? I am
the administrator!

error message when you try to open the Internet Options dialog box in Internet Explorer 6

I get the message when I'm trying to use a hyperlink received in Outlook. Is
that the same problem (and therefore same solution) as you refer to re:
Internet Explorer 6? BTW, I have SP2 installed.
