IE offline viewing with windows xp

I never had a problem viewing webpages offline with windows 98 and Internet Explorer but am unable to do so with xp. I followed all the instructions provided but still fails to view.

Thanks for the info...I've already tried all those steps but for some reason, it just won't work. Maybe I should just dump xp and put windows 98 on this computer
