IE not remembering tool bar settings

I first noticed this when I downloaded the MSN Popup
blocker. I have to turn it on everytime I restart IE. I
have the "Allow thrid party applications", or whatever
option that was enabled, thinking that might have been
the problem. But then I started playing around with it,
and if I disable the Links tool bar, it will be enabled
if I restart IE. The same goes with everything on the
toolbar, it won't remember any of the settings. What
could be wrong?
