IE Not refreshing

I visit a couple of message boards that are just plain html. If i dont hit
refresh every time i visit the site the info from the last visit is what is
seen

I tried clearing all temp files , History, ect..Unistalling and upgrading IE
to the latest version and still no luck. Any ideas or suggestion?

Tools, Internet Options, General, Settings, make changes there.
