IE not launching from Program but working fine from Windows Explorer

Hi, I have XP as an OS. Internet Explorer is not launching from icons
from Program or I place icon on desktop BUT its launching fine from
WINDOWS EXPLORER.
Does anyone know how to solve this issue. Thanks

Right click the icon and see what the path is.
If you drag from windows explorer onto the desktop
and create a shortcut will that work?
