IE Message, Page cannot be displayed

My system is WinXP, SP2, with Norton Internet Security. DSL with Bellsouth.
All of a sudden I am unable to access ONE web page. Everyone who has tried
on their pc, it works. I've searched multiple message boards, found various
solutions. One was to test TCP/IP configurations using ping command.
My own IP address times out, although I have no other problem web pages. The
page which I can't access, I tried the IP address---it too times out. Not
sure of what DNS server is--how do I get their IP address?
I"ve run Norton, Panda, Housecall----added blockers-took off
blocking--nothing works. Told Norton & IE to accept this page. I ran the
WinSock XP fix--no help.
By the way, same thing happens on Firefox. Tells me that connection was
refused.
Any suggestions, I'm afraid to change any settings unless I really
understand why.

It wll be helpful to know what the one page you cannot connect to is.

I didn't have any problems opening the page. I looked at the source code, and it depends
heavily on Java Scripts. Is it possible that in either I.E. /Tools/Internet Options, or
Norton Internet Security that you've selected a security option that doesn't allow Java
Scripts to run?

You have certainly done a thorough job of troubleshooting this. I do not
have Norton, so cannot advise you in that regard. One other thing
(experiment) you might try is to set up a new user or guest account and try
to access the page. Disable your Norton when you try this, but enable your
Windows Firewall.

I have Java(sun). Is that the same? Or do I need to get Javascripts? I didn't
find anything for Jscript.
Checked Norton--javascripts enabled.

Java and java scripts are not the same thing. You do not "need to get Javascripts." Your
Windows XP internet security settings , and/or Norton Internet Security might have java
scripts disabled.

Java is enabled on both Norton & Windows. It is only one web page not workng,
wouldn't it be all of them if some setting is incorrect? Is there a way to
manually insert the page's IP address? It starts to load, then stops & I get
the IE message. It seems like I have my own personal "broken link". Everyone
else can access it.
There are many other posts that are having the same problem, seems like MS
should look into it.

I have read thousands of posts on this Newsgroup, and in fact your problem,
as described, has not come up much, if at all. Others' problems have been
due to the website being down, malware, security settings, etc. Did you try
the test suggested by Felicia?

Yes, I have tried another profile, as well as two other users on this p/c,
still no go. Didn't mean to insinuate that the other problems were seen on
this board, they have been on others. I have also received a suggestion from
another place that accelerators from the ISP could be causing the problem.
Going to try that. I'll let this board know--in case this works.

Possibly a bad page in cache?
Did you try holding CTRL and clicking refresh.
That makes the page reload from the net instead of from your cache.

Grasping at straws here...
1. Delete your Temporary Internet Files and reboot.
2. Set your Internet Privacy settings to Medium and
Set your Internet Security settings (click Custom level button) to
Medium.
And reboot.

That's how they all are. I have done this several times this week. The
problem has been going on since last saturday. It is only one site that
refuses to load. I've seen someone here or on another message board who is
having the same problem with UPS.com. Don't see that he's found an answer yet
either.

System Restore Point from a date just prior to the problem, and see if that fixes it.

users from visiting.
I have tried that, no help there either.
It is only one page, problem is, it's an important one. Probably
just going to give up.
I have spent so many hours this week, trying everything thinkable----

This generally has to do with Norton (etc), either being expired or a user
deleting the services without properly knowing how, from frustration.

Refused or blocked cookies from the site
Blocked pop-ups
Blocked Ads
Blocked Scripts

Hi,

Not necessarily and some to what may contend. The two MS-KB articles don't
apply as this is most related to third party in all of my finds. Sad to
say, that even though they are expired (etc), the settings still apply. :blush:(
