IE is unable to open this Internet Site (Download issues)

For about a week, I have been unable to download using IE.
I keep getting a message:

"Internet Explorer can not dowload (file) from (site).
Internet Explorer was not able to open this Internet site.
The requested site is either unavailable or cannot be
found. Please try again later."

This happens with every site where I need to download
including the MS site for downloading IE 6.0 so I am unable
to reinstall. The browser works fine otherwise. I know this
is a browser problem because Netscape 7.1 downloads fine
from all the sites.

Any solutions?
