IE information bar

I am having a real problem with sp2's internet explorer information bar. no
matter which options are set in internet options - even with everything
enabled, the information bar constantly pops up saying: "To help protect your
security, Internet Explorer has restricted this file from showing active
content that could access your computer."
I've done what the help menu says to turn it off (enabling automatic
prompting for file downloads and activex controls) but still on almost every
website this comes up and I just want to know if there is any way to totally
turn it off but keep some security. thank you.

I can't even open IE since installing SP2. My server said it's not them, to
contact Dell or Microsoft, but their help is too technical for my old brain.
my kids and grandkids user listings or accounts on my computer can get on
internet exployer, but I can't, a screen pops up that says its encountered a
problem and to report it to microsoft and I click send but nothing happens or
comes of it.
